Not all site, do enforce or otherwise protect user uploaded content that is made public.
I was talking about the rules of the forum. And not of any other website.
So if you do not have her permission you need to remove it.
Your post states that Sayuri is responsible to look where her content is posted. As she did not give you permission you have no right to post it.

Do that applies to the GIF section aswell? For there is maybe a hole lot that would have gotten DMCA removed if they where enforced

The gif section is part of the forum… I am sure the implementation does not violate any rights and VHTV checked that before.
Memes and gifs are usually considered Fair Use
