RB must have become somewhat down sized when it comes to keeping it up on the updates. Since they are on the back foot per now. I suppose that is the case. 
in 2021 they had flexible wings on their cars, but they were banned
Now it’s suddenly allowed, so I think RB will move in that direction again in the foreseeable future, as will Ferrari.

Indeed, Verstappen won 10 races on the bounce from Miami through to Monza in 2023 with the Spanish GP the third victory on that impressive run.
Perez meanwhile, suffered a Q2 exit at Barcelona last year and could only muster a fourth-place finish.
The Mexican’s qualifying struggles persisted, limiting him to just five podium results in the ensuing 15 races.

lots of things are going to change in the Red Bull team structure
and this could be a drop back for McLaren
seems to be the weekend that the decision is made public that Lian Lawson will drive in the Visa Cash App RB next year
I expect a Ferrari victory.

So McLaren are not allowed to use the rear wing they have been using even though it passed all technical inspection, all weight tests and passed additional scrutinizing by the stewards at the last race that Oscar won because Red Bull don’t like it

Well, if it is any comfort - he is far from singular when it comes to swearing in a press conference.
