It is hard to say if the contact was caused by Sainz already losing control or Checo hitting him. Sainz car already looks in some kind of uncontrolled state in your video.
The most likely is that the both of them will be handed socalled equal status. Makes sense since the constructor championship is the real King.

It was clearly Perez touching him. Perez was driving slightly to the right while Sainz was following the best route. Look from above and from behind. A very weird accident
