Full mobilisation only means that all of the countries ressources and people are dedicated for war. It does not mean anything else.
The oligarchs are supposed to negotiate in part with the West and with Ukraine, what they can / must pay so that they can live âfreelyâ again.
Billions of euros have already been offered here. They were probably told that if they donated 50% of the assets, you could start talking.
