I just wanted to say that the devices may have been found cheaply by someone. Stock surplus. Or a box fell down by chance when loading a lorry. 
But please take this as a fun contribution. I don’t want to put anyone in a bad light.
I think she will prepare the mobile phones with apps and then pass them on.
