In any group where man is involved, especially large groups, you’ll find your isolated bad apples who go against the rules. At least with the Furry Fandom community they’re actively trying to prevent it.
Some groups have not so isolated cases. You have only to look as far as religion for many examples. Catholicism comes to mind.
