Probably one cam wasn’t working and removed from list and that make all cams over that one (on list) goes down one place but the links will be still be working normally
Ex: Cam 7 missing. Cam 6 = Cam 6 / Cam 8 = Cam 7 / Cam 9 = Cam 8 / Cam 10 = cam 9
When the cam is back to normal, all is automatically fixed
I just checke on a older browser tab I did not reload and your explanation is totally right 
Instead of removing the cam they could just put the cam on list with a different letter color … Like it is now always create confusion (and probably tickets about it that could be prevented)
