Here at the bottom of Africa, we call them birds ‘budgies’ … very popular to have, especially the blue ones.
but we also use the nickname ‘Budgie’ for a person that is normally small in stature, but has the gift of the gab … as we say here, some-one that can “chirp” … meaning he always has an answer or wise-crack, regardless of topic… hence the nickname Budgie…

Not only Africa as I cannot speak for all the English speaking world but we call them budgies in the UK as well.
Or Budgerigars and they are part of the parakeet family according to Wikipedia.
In Australia they call tight fitting mens undies Budgie Smugglers!
My Gran used to call them Budgeroo’s … but that sounds a bit Australian
