This is what i believe. In almost all country`s over there it is illegal, so unless you have somebody really high in politics mostly you not gonna be protected

Yes, if it is illegal. Especially if they been recruiting others to do it. Its called human trafficking under the law

There are so many scenarios possible, one very plausible is that one of the girls( lets say Dilara randomly) has been founded out, then asked about this activity she can easily tell who convinced her to do it, and she gets away. Always police wants to find the head not the bottom. Again its just a scenario and i choose Dilaras name randomly just as example
