Actually, Lukas, that’s not correct. TL3 level is assigned completely automatically by the system. No other person influences that, not even VHTV. It’s not an invitation system. It’s based on meeting certain criteria that the system keeps track of (don’t ask me what the criteria are, but you can look them up).
Also, losing TL3 status is automatic, as well.
