Why what does this mean no adult content is allowed?
Like the FBI has the time, funding, and manpower resources to even attempt that.

As of now, there is no public evidence that the FBI, or any other government agency, is directly scanning messages on Telegram.
Telegram is designed with end-to-end encryption for “secret chats,” meaning only the sender and receiver can view the content of these messages.
However, regular chats on Telegram are stored on Telegram’s servers and are not end-to-end encrypted, which means that, in theory, they could be accessed by Telegram under certain circumstances, like law enforcement requests.
Telegram, like many other platforms, may comply with legal requests for information, but such requests would generally be specific rather than involving broad surveillance.
