Before VHTV get around to looking into this, technically you can by altering the last 2 digits in the browser bar when you use the timeline.
Click on time line close to what you want then in the browser bar alter the last 2 digits between 60 seconds either way then hit enter.

Luckily, currently, you can use Just_In’s workaround indeed

The tip from @Just_In works even easier if you click in shortly before the end of the timeline, hold the mouse button and mark a short area with the mouse. You can then easily go back and forth minute by minute.

Yes the time line has minute by minute function but if you really wanted to dial in to the nearest second, that’s what I posted.
