I donât think so. In that case they would have asked to also change the name in Wiki if there was a name change due to privacy or security reasons.

If the surname was Desmond, it could eventually be interpreted as it was used in the St. Petersburg area: There is a comparison between Desmond Hart and the mystical historical figure of Rasputin made by several actors and writers of the series in some podcasts. ( My speculation, and only when he eventually has the grace to clarify )

He was also a central figure with great powers at the end of tsarism as he was highly esteemed by the court of Tsar Nicholas II and Alexandra Feodorovna, members of the Romanov family. I think they are in fact one and the same person, just renamed. If that is not the case, I suspect that Peter was one of the older guys we have seen here.
That second option is less likely though, as there now seems to be only one person living here full time.
