Utilities in Russia are very cheap and for an apartment all essential utilities, including electricity, gas, garbage services, heating, and cooling cost around $111 a month !!
I would say based on the suit he is wearing without the mask on, the mystery man must be Henry.

Well the Utilities are low Rents are high starts from 250 to 800 monthly Average 550 a month, Yearly cost of living estimate about $10.000 to $12.000 for average family. 2 persons gotta to work in order to pay all the expenses
