I was also very surprised and thought it should have been a penalty, but here is why no handball penalty was given:

  • Laporte :spain: headed the ball, and it then struck Rodri’s :spain: arm.

  • This was not a situation where a Belgian player shot the ball at Rodri and he deliberately blocked it with his arm. Instead, it was a very close-range deflection from his own teammate.

  • Since the ball came from a teammate at such a short distance and Rodri did not move his arm towards the ball or use it to make his body bigger, the incident was not considered a punishable handball.
