Well…i mean, a fetish means that you can’t enjoy life or sexuality without satisfying your fetish desires. A masochist cant be satisfied without being humiliated, a foot fetishist will never reach sexual satisfaction without feet. 
That’s why I also wouldn’t call myself a foot fetishist and many people who enjoy feet (for me, I admire them as any other part of a female body) or shoes, for whatever reason, are no fetishists.
