Mind you, I have just rediscovered the joys of drinkin.g Murphy’s as it is now available in my local shops (for context, let me just say I have NEVER EVER known it to be there until very recently…AND I only know of one local pub that sells it).
I will however, happily drin.k either of these delightful beverages!

i just need 7 seconds for it, unless it’s a Maß at Oktoberfest.
Is not sold in the part of Canada I live in.

Officially, they say a good 2 minutes (longer is preferable) for a decent Guinness on draft (a pub tap) and ideally if from a tin (again the version which is considered about as close to the draft one as you can get… in a tin) about the same kind of timing.
Yes, some people only need 7 seconds to finish their glass. 
And I reckon they won’t take much longer to tap a b e e r at the Oktoberfest, which starts again in a week’s time. The way they fill the Maßkrugs in one go.
I picked up the saying, ‘A well-poured b_eer takes seven minutes’, in a pub years ago. Perhaps the landlord just needed an excuse to say it would take seven minutes – from ordering to serving.
When I was holidaying in Ireland for some fishing many years ago, the pub we stayed at always had at least 20 pints of Guinness on the back bar settling ready to be ‘topped up’. I manage to put on over 2 stone in weight over those two weeks :)))
Love the Ocktoberfest and have been there many times with friends from Munich and area! Sadly I can’t make it this year in order to try the 7 second challenge I normally go for the Helles!
Ah yes, I have heard about those true Irish pints already mostly poured and lined up, ready as you said, to be topped up. Never seen it done here in England though.
