As much as I would like to agree with you, Draca is addicted to nicootine. And in her current situation she is probably scared and totally stressed out, which feeds her addiction even more.
Its a lot easier to suggest stopping smoking immediately, but much harder to do it.

She knows what she's doing. She's not the first, and she won't be the last,
to get pregnant through the system. The only unclear thing is where all the women
went after the system arranged adoptions. I wouldn't sell my child for less than
a million. Unfortunately, they have no choice there and can consider themselves
lucky if they stay alive.
I bet she'll have to leave in the next few weeks. The system in the US has good
connections, and someone will show up and take the child for adoption.
It's pointless if no clients come, and with the new time system for visitors,
she won't be getting many visitors to the apartment either. Looking at the last
few weeks, it's a wonder anyone is still posting anything.
