The residents in which they have a contract and are proposed various activities by the management, of various types, which can include nudity, nude massages, bathing, and the guests who are more free to say.
In either case there are rules described above on the forum.

Hi people. We do not have a strict ban on undercover sex, but we have incentives not to do so. If this happens for the first time, we usually forgive managers to talk to participants who do it. Simply, if people are shy, then they probably have no place in a voyeur project. Next time, they may already be fined.
To be honest, i don’t think a fine for that is justified. They should be free to do it like they want to. They will probably see the result in their views. That should be enough of a fine. A fine for that is making it no better. Just my opinion. Does that count for guest, too?
