No, but an air raid may be the reason for the power outage. And especially on a day like today, it’s probably doubly bad for the Ukrainians when that happens.
If this “funny” glitch happened outside of Ukraine in a realm, it wouldn’t be funny for the people either, but then I would laugh about it here in the forum. But not with Ukrainian realms.
