It’s always hilarious. 
She didn’t forget to put her panties back on, she wore none to begin with. And it is not a very long dress. To be honest, I wouldn’t put it past Oscar to have asked her to remove her panties just in front of the door, for the sake of our entertainment. Thanks for that.
But she also left without the panties. She’s just a naughty girl

So…..you believe that she dressed as we see in the evidence , then undressed and put different clothes on (unseen) , then made the trip to Henry’s and removed the clothes that she changed into (where are they?) and appeared in the apartment with the summer dress on , with the lingerie we see (without panties or bra) as if by magic?
Yes she changed into that outfit in Henrys apartment. The flower dress outfit I already posted above
