This picture does not look in Russia. @ukpolska is giving misleading information when he said that Russians no longer vacation outside of their country because of sanctions
i believe that they can still apply for visas to visit the E U although the EU are thinking of stopping it as another sanction. I saw that in the press only last weekend.
