Conspiracy theories aside, this only happens because they are not penalized. But we are, because we pay for a part-time service that when it is ON is to watch people eating and sleeping. The number of times the cameras are turned towards the wall and ceiling, the constant power outages (They must be in a third world country)… etc. Most houses are worthless.
