Look carefully, it is just 4 seconds worth of repeated video (made into a gif), simply showing a static light reflection which (because of the frames of the gif) appears to be flashing.

Rewind to 23:14 (11:14 PM) and watch it yourself! Yes, this GIF shows only a few frames, but there was definitely something blinking on her neck.

I just looked again and itâs her pulse in her neck causing slight movement of the necklace and reflecting the light of the camera that we see from that view.

His intention is good, I agree. But he does this everywhere. Taking the moral high ground, and telling people what they should do. When people usually can make their own choices.
