Aren’t camera numbers dependent on where the cable is plugged into the router, or hub, as the case may be? You should be able to plug any camera onto any cable and have it retain the number where the cable is plugged into the router.
In other words, if a cable is plugged into port one, for exampe, on the router, and is not moved to a different port, that cable will retain the number assigned to that port regardless of which camera is plugged into the other end of the cable.

I would have expected it to work like that, but apparently it doesn’t. The cameras had to be physically swapped, all the cabling wasn’t touched.
