I don’t understand what is the difference between not participating and no decoration’s, surely if there are no decoration’s then they aren’t participating and if they aren’t participating then there are no decoration’s. 
Not participating means place no longer on the site or not online. It is still possible for places without decoration to do a costume party…
Hell even with a couple of beers under the belt I understood you perfectly, maybe I need to send a couple of my beers to Just_In 
Instead of not participating wouldn’t it be better to say something like apartments offline?
Well if others can stir s__t out of thin air, it’s about time I tried.

Saturday night and nowhere a Halloween party to find on VHTV… i see only Markus and Sunny dressed up with a quest but with three people is hardly a party…
