Is there a fine for accidentally showing alittle bit of excrement while cleaning in the shower? That sounds ridiculous! Have you actually asked VHTV about it, or is this just a poor excuse? Girls in all the apartments clean out period b___d in the shower, what you describe is not much different from that. Anyway, there should also be an equally big fine for tenants showering completely in a blindspot then, like happens in this place.
