The managers have not provided any ideas on how to improve things. They just used that standard Advanced School of Management methodology popular throughout Russia: when and organization is screwing up, find and identify publicly the guilty elements. Most certainly, do not try to find a solution. There are always guilty elements to be found. Assign blame. Scream a lot. Move on till the next episode.
