FFS it is obviuous the faucet is the problem. Just turn off the angle valves and replace the faucet.
If the pipe has burst, below the inline valve, then they need the mains turned off.
It is the faucet. The water is not coming from where the valves are. It comes from the sink. And there is the faucet or the connection pipe to itâŚ
The faucet has a pipe connected to it with an inline valve, if itâs leaking below that valve, the mains needs turning off

Usually they need a screwdriver to turn them off
