Maybe this will help, or maybe not. It’s a shot in the dark.
Trousers = pants = OUTER wear
Underwear = panties, if you’re a woman - or just underwear, if you’re a guy = UNDER wear
So, for example, you could put your trousers on OVER your UNDERwear. Or, you might put your panties on under your pants.
