Yes but as passport is not mandatory the ID card is. You get an ID card when you turn 16 and not a passport.

Passports are not mandatory here either nor are driving licences unless you want to travel out of the country or drive a vehicle. The only ID’s we have are those to prove age, which again are not mandatory. SO we do not have a mandatory form of ID at all. In the UK the only real form of ID I suppose is your birth certificate.

It is possible that the police arrived because they had arrested Indira for street walking & prostitution with her pimp Kostja. I & K gave their address as Te & J apartment so the police arrived. Then T& J and any other girls they could find went down to the police station , not a private party.
