I don’t know about other browsers, but you can turn on the feature in Firefox. Go to Settings → General → Browsing (Browsing is at the bottom) and check, Enable picture-in-picture video controls.
If your video is too large to post, or you want to have more minutes in it, you can use one of these sites to make it smaller. I processed the same file through all three sites and got excellent results from them all. One has more options to choose from, but I don’t recall which one (my testing was a LONG time ago). You may want to run your own tests to see which one you like best. Oh, and they’re all free.
Also, I couldn’t see any loss of quality in any of the compressed files I tested. Have fun.
