In the UK 999 and 112 both work (from any phone) - it’s a legal requirement. Some operators may recognise and redirect 911, but they don’t have to.
999 and 112: the UK's national emergency numbers - GOV.UK if you’re really bored 
112 is for non-emergencies. things like a bone fracture or information on how to treat bubonic plague giant hornet stings etc… 999 is just for near death cases or actual death. (paramedics can take a while to arrive these days). Fractures or bone breakages are no longer classed as an emergency unless it’s something like skull or spine. The NHS are quite happy for you to go home with a completely broken arm hanging loose and live like that for two or three days before being seen by a medical professional capable of setting the bone.
