The E I E I O is taken from an old and well known American childrens song or nursery rhyme called Old Mac Donald Had a Farm. It is translated to Geman too, but perhaps it has not been so popular there, since it seems to be unfamiliar to you.
Usually we think of Celine Dion as a stylish singer with posh and grandiose performances. The joke here is of course that when you take the vowels in her name, she is suddenly reduced to a nursery rhyme.
