When he has something he is not allowed, take it from him straight away saying firmly (not shouting) a sharp “no” and give him something he IS allowed to have like his favourite toy. Put all your shoes etc. in a cupboard, at least until he is a little older
Also, we found that our cat hated the rustle of a stiff paper bag. Eventually she would just stop even when we simply picked it up!
