I think this really has taken Russia / Putin by surprise. All they ever expected was a simple, short invasion and not have any retaliation. They were not prepared for any of this (like the war itself) leaving them in disarray.

Russian occupiers blew up Kakhovka HPP - the scale of destruction, the speed and volume of water, and the likely areas of flooding are currently being clarifiedUnder article 56 of the Geneva convention this is a war crime. Kryvyi Rih and the entire Dnipropetrovs’k region, towns and villages in Kherson, Mykolaiv and Zaporizhzhia regions - no matter how difficult it is, we have to help people.
I am grateful to everyone who is currently evacuating people from the towns and villages flooded by water from the Kakhovka reservoir. It is very important now to take care of each other and help as much as possible.
The whole world will know about this Russian war crime, the crime of ecocide. Such deliberate destruction of the dam and other hydroelectric power plant facilities by the Russian occupiers is an environmental bomb of mass destruction. For the sake of our own safety, the world should now show that Russia will not get away with such terror. The Prosecutor General has already appealed to the Office of the Prosecutor of the International Criminal Court to involve international justice in the investigation of the dam’s explosion.
