Those ones for the majority went to Russia because it’s deadly for them to go west and get shot by Ukrainian soldiers on the front line. That’s why Russia opened a humanitarian corridor to evacuate civilians.

BTW it is better known as Compulsory voting not mandatory. Even then choosing a party to vote for is not obligatory, as blank votes can be cast, and are counted. You have to register to vote in some countries but you are not f___ed to…unless you are in Eastern Ukraine right now.
