When does breast development begin and end? In general, breast development begins between the ages of 8 and 13. A girlâs breasts are typically fully developed by age 17 or 18 , however in some cases they can continue to grow into her early twenties.
So fairly sure that our new tenant is 18+, I think it would be safe to assume that she is probably fully developed.
As far as âoperator classâ goes, Iâve not personally seen it, and I agree that should also be challenged, that however does not give you carte blanche to do what you like.
