According to the time stamp, the cam is off for about an hour or so in the morning…

My guess is he might be doing a video call with clients. If he told VHTV about it before and they reached an agreement on that it is okay. Otherwise it is forbidden.
If that is the case then it might put the jerking off theories to bed that some are suggesting.
